How do Hextech chests work?
Players receive hextech chests for getting an S minus ranking or higher in match-made games. This includes ARAM, Summoner’s Rift, and some rotating game modes. You don’t have to play ranked contests to get the necessary ranking, but you must play against other players, not against bots.

They feature way better loot and improved drop rates to boot. You can exchange gems for the chest and key combo at a 1:1 ratio. However, I’d honestly advise you to save your gemstones to pick up the Hextech/Legacy/Event skins you want first, before gambling them all away on Masterwork Chests.
Are league chests worth it?
Yes. The bundle is worth buying. One pack of Masterwork Chest+Key+1 Prestige Point for elite skins costs 225 Riot Points.

How to get more Hextech keys?
